7th UILI ILP 2013

1. Name of the proficiency test

7th UILI Inter-Laboratory Practice 2013 - "Metals in drinking water and saline water"

Sample 1: 'Metals in drinking water”
Sample 2: “Metals in saline water”
          (Salinity: approximately 30 ‰ seawater composition)

2. Provider

Union Internationale des Laboratoires Indépendants (UILI), ILP Committee.

3. Time schedule

(a)  Deadline of application          : January 31, 2013
(b)  Distribution of test samples  : Mid-February, 2013
(c)  Deadline of reporting             : April 7, 2013
(d)  Issue of final report                 : September, 2013

[NOTE]
- No reports, including resubmitting, after due date are accepted.
- Date of sample distribution differs among participants according to application date and
shipping condition.

5. Participation fee

(a) Participation fee
   
            UILI Member              :   € 200.00 ( for 1 set, not for 1 bottle)
   UILI Non-Member   :   € 300.00 ( for 1 set, not for 1 bottle)

(b) Method of payment
Invoice will be sent to you by e-mail after your application is completed.

6. Samples for analysis

(a) Name of test sample (printed on each label)

   (1) Sample 1: UILI-ILP-7-2013 drinking water-1
   (2) Sample 2: UILI-ILP-7-2013 saline water-2

(b) Container of testing sample et al.

(c) 100mL of sample is contained in 100mL volume plastic bottle.

(d) Participants are requested to measure and report 100ml of original sample solution, both Sample 1 and 2, diluted to 10% by water. An enough solution for measuring 100ml of original sample will be prepared.

(e) Report concentration of the 10 times diluted sample solution.

(c) Samples have no “Assigned Value” such as “Reference Value” and/or “Certified Value” related for “True Value”.


8. Pretreatment and analytical procedure

Pretreatment and analytical method is not limited (provider do not instruct). Participating
laboratory can select the method for pre-treatment and instrumental measurement. Report a
selected method No. from a table in “ATTACHMENT” which is attached at the end of this
announcement.
[NOTE] The original solution of Sample 2 (saline water) is prepared by procedure shown
below.
(1) Reagent was dissolved into purified water to prepare saturated artificial seawater.
After undissolved salt settled down upper solution was separated.
(2) Metal standard solution was then added into the upper solution until concentration
became that of proposed range (see table in page 3).

9. Reporting analytical results

(a) Independent analyses are requested to be carried out twice from sample preparation.
Report the “mean value” of these 2 data (Original data before the calculation of “mean
value” is not needed. Statistical values such as “standard deviation” are not needed). If
you cannot analyze twice (e.g. in case of sample lack), reporting one data is acceptable.
(b) Pretreatment for both Sample 1 and 2 are required in this test.
(c) Round reporting values in significant 3 figures, according to ISO31-0:1992, Quantities and
units - Part 0: General principles, Annex B (Guide to the rounding of numbers). Report
should be done by a data set of Sample 1 and 2.
(d) A “non-full set result” is acceptable (e.g. In case that your laboratory prefers to report only
on ”Cadmium”, report only the result of “Cadmium”).
(e) Method of Reporting

(1) Report Method No. (“Pre-treatment” and “Measurement by Instrument”) referring to “ATTACHMENT” (table (A) and (B)) which is attached at the end of this
announcement.
(2) For participants selected pretreatment method “others”, indicate detail of the method. No indication is unacceptable. In the case “others” were selected with no
detail, UILI will require resubmitting of the report.

(3) Use unit “μg/L” for reporting value for both Sample 1 and 2.
(4) Report the value of 10 times diluted sample solution.
(5) Reporting are requested to use format “Result of Analysis” for 7th UILI-ILP attached at the end of this announcement, including resubmitting report. Reporting in
different format is unacceptable. In the case non-UILI format is submitted, UILI
5/8 will require resubmitting of the report.

(f) Send the report to uili@magma.ca (Ms. Francine Fortier) by Aril 7, 2013 – including
resubmitting reports
. No reports after due date are accepted.

10. Issue of the final report by UILI

(a) In the case Pretreatment and Analytical Method differs between Sample 1 (drinking water)
and 2 (saline water), methods selected for Sample 2 will be indicated on the 7th UILI-ILP
Report.
(b) Final report will be issued on September 2013 by electronic media for participants.
(c) Following methods will be adopted for statistical analysis. The report will include these
statistics.

(1) z-score: by ISO/IEC 17043 and related standards
(2) Quartile Method (robust statistics method): by APLAC “T001”
(3) Confidence Ellipse for Youden Plot” by ISO 13528

(d) As far as analytical methods were not designated for this test and median value is not
always equal to “true value”, evaluation by statistic will be inadequate.
(e) A list of participating laboratories will be included in the report. The result of each laboratory will be shown by “laboratory identification numbers”. However, the relationship between the “laboratory identification numbers” and the “names of participating laboratories” will not be indicated. Your identification number will be informed in the letter attached, separated with the report.

11. Other

(a) This test or the final reports on the test results is not aimed to assess the performance of
the laboratories or relating personnel by the organizer of the test or third person.
(b) Participants to this test will be issued a Certificate by UILI for its participation.
(c) This announcement is not the final version until sample distribution. We encourage
applicants to check the latest version.
